Properties in unincorporated North County — Hidden Meadows, Valley Center, and parts of the San Pasqual area — fall under San Diego County Planning & Development Services. The written agreement identifies the applicable jurisdiction and each party's responsibility for documents, submittal, plan check, agency fees, and inspections.
